Origin of the Academy


Professional training for prison and correctional officers was not well organized in India even after two decades of independence. Taking this fact into account, in the year 1968, the Central Bureau of Correctional Services, Government of India, conceived a scheme for establishing a Jail Officers Training Institute for imparting training to prison and correctional officers in the southern zone and the same was communicated vide No.1/6/68-Tech dated 03.04.1969 to the four southern states, i.e., Andhra Pradesh (erstwhile), Karnataka, Kerala, and Tamil Nadu. The draft scheme was placed in the Southern Zonal Council Meeting held at Bangalore in January, 1970 and the proposal was accepted by all the four states. It was further discussed in the meeting of Central Advisory Board on Correctional Services held at New Delhi on 14.03.1970 and decided to constitute a Sub-Committee of Central Advisory Board with Inspectors General of Prisons of four southern States to work out the operational aspects of the proposed institute. This sub-committee held a meeting at Trivandrum on 06.03.1972 and authorized the Inspectors General of Andhra Pradesh and Tamil Nadu to decide on the location. Subsequently

 To prepare prison and correctional officers as leaders, who will lead the Correctional Services with uprightness, dedication, courage and a strong sense of service to the people, to achieve the goals of reformation, rehabilitation and reintegration of prisoners into society.

Mission Statement

 To impart quality training in Correctional Administration and allied subjects to the correctional officers of Andhra Pradesh, Karnataka, Kerala, Tamil Nadu, Telangana and non-participating States.

 To inculcate in them, such values, standards and norms as would help them discharge their duties better. In particular it will try to inculcate integrity of the highest order, sensitivity to aspirations of the people in fast changing social milieu, respect for human rights, law and justice, high standard of professionalism, physical fitness and mental alertness.

 To promote excellence by investing in human resource development through training and research and by fostering co-operation and co-ordination for common vision.

Objective


To impart training in Correctional Administration and allied subjects to the officers in the ranks of Assistant Jailors to Superintendent of Prisons and equivalent ranks and above, supervisory officers of allied Departments of the States of Andhra Pradesh, Karnataka, Kerala and Tamil Nadu and also from non-participating States and other countries at the charges as determined by the Board of Management from time to time. To promote and provide for the study of Correctional Administration with special reference to Criminal Justices and the machinery of Government and for educational purposes incidental thereto.

To undertake, organize and facilitate study courses, conference and lectures and research in matters relating to Correctional Administration and the Machinery of Government.

To undertake and provide for the publication of a journal and of research papers and books to impart training in and promote study of Correctional Administration.

To establish and maintain Libraries and information services to facilitate the study of Correctional Administration and spreading information in regard thereof.

To Co-operate with approved institutions and bodies for the purpose of helping the cause of Correctional Administration.

To invest and deal with funds and money of the Society.

To Construct, maintain, alter, improve or develop any buildings or works necessary or convenient for the purpose of the society.

To undertake and accept the management of any endowment or trust fund or donation.

To establish a Provident Fund for the benefit of the employees of the society.

To do all such other lawful things as are conducive or incidental to the attainment of the above objects.
